Call for experts on tasks for the LIFE technical assistance Call

The Executive Agency for Small and Medium Sized Enterprises (EASME) is launching a call for experts for the European Commission’s funding & tender opportunities portal expert database, for assignments in connection with the LIFE technical assistance Call.

Call for experts

[Call opens 4/04/2019] EASME is looking for experts with a high level of expertise and professional experience in one or more of the following areas:

Nature

Each expert involved in the technical assessment of LIFE technical assistance environment proposals under the topic «nature» should have a relevant educational background and a proven professional experience in nature conservation of at least 4 years and a thorough knowledge of the objectives of the Birds and Habitats Directives, particularly as regards the designation, the conservation objectives and the management of the NATURA 2000 network of sites. Experts should also have a good knowledge of the planning tool Prioritized Action Framework (PAF). Previous experience in assessing and/or managing projects will be considered as an asset.

Environment

Experts involved in the technical assessment of LIFE technical assistance environment proposals under the topic «environment» should have a relevant educational background and a proven professional competence of at least 4 years in at least one of the following areas: river basin management, Waste or Air. Each expert involved in the evaluation of proposals should have a very good knowledge of the technical state of the art and of the environmental context in countries participating in LIFE and of the EU environmental policies in the area of his expertise. Furthermore, a profound knowledge on the respective planning tools (River Basin Management Plan, Waste Management Plan or Air Quality Plan) is essential. Previous experience in assessing and/or managing projects will be considered as an asset.

Climate change adaptation

Experts involved in the technical assessment of LIFE technical assistance climate proposals under the topic «adaptation» should have a proven professional competence of at least 4 years in climate change adaptation issues, as well as in general communication issues. At the same time, each expert should have the necessary competence (training, background) to allow him/her to evaluate projects in other policy areas of the LIFE climate change sub-programme and in the LIFE nature and biodiversity priority areas of the environment sub-programme. Each expert involved in the evaluation of proposals should have a very good knowledge of the technical state of the art in the climate change policies and context in countries participating in LIFE. Furthermore s/he should have a good general knowledge of the EU climate initiatives and policies in the fields concerned. Previous experience in assessing and/or managing projects will be considered as an asset.

Climate change mitigation

Experts involved in the technical assessment of LIFE technical assistance climate proposals under the topic «mitigation» should have a proven professional competence of at least 4 years in climate change mitigation issues, as well as in general communication issues. At the same time, each expert should have the necessary competence (training, background) to allow him/her to evaluate projects in other policy areas of the LIFE climate action sub-programme. Each expert involved in the evaluation of proposals should have a very good knowledge of the technical state of the art in the climate change policies and context in countries participating in LIFE. Furthermore, s/he should have a good general knowledge of EU climate initiatives and policies in the fields concerned. Previous experience in assessing and/or managing projects will be considered as an asset.

Evaluation

Appropriate language skills (in particular in English) are mandatory. Experts will be selected on the basis of the technical skills, experience and knowledge and language skills needed.In addition, EASME will seek a balanced composition within the expert groups in terms of various skills, experience, and knowledge, geographical diversity and gender.

Moreover, EASME will ensure a reasonable rotation of expert evaluators from one year to the next.

If needed and duly justified, EASME may exceptionally also select experts from outside the database.
